803 Jan Aushadhi Kendras functional in Odisha; Centre clarifies position on mobile medicine units

As many as 803 Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs) are currently operational across Odisha as of December 31, 2025, the Centre informed the Rajya Sabha. Among these, 21 Kendras have been established within government premises to further strengthen public access to affordable generic medicines.

The update was shared by Union Minister of State for Chemicals and Fertilizers, Anupriya Patel, in a written reply in the Upper House of Parliament.

Addressing questions regarding the possible deployment of Jan Aushadhi Vans in tribal and flood-affected regions of the state, the Minister stated that no such proposal has been received in this regard. These mobile units are typically intended to improve the last-mile delivery of medicines in geographically challenging and underserved areas.

The government also highlighted the regulatory framework governing the sale of medicines in India. Under Rule 64 of the Drugs and Cosmetics Act, 1940, and the Drugs and Cosmetics Rules, 1945, retail licenses for the sale of medicines are granted only for fixed premises that meet prescribed infrastructure and storage standards. These include specific requirements such as adequate space and proper cold chain maintenance for temperature-sensitive and life-saving drugs.

Existing regulations do not permit the issuance of retail drug licenses to mobile units. Consequently, medicines under the Jan Aushadhi scheme are currently distributed through authorized, stationary outlets operating from approved premises.

The Pradhan Mantri Bhartiya Janaushadhi Pariyojana aims to provide quality generic medicines at affordable prices through a nationwide network of dedicated stores. The presence of 803 Kendras in Odisha reflects the ongoing expansion of this initiative in the state.

The information was officially placed before Parliament as part of the government’s response in the Rajya Sabha.
