Rourkela: As many as 11 buildings on the premises of Biju Patnaik University of Technology (BPUT) here built at the cost of over Rs 100 crores by IDCO have been lying non-functional since December 4 2016, the day these were inaugurated. Reason, the students' association has alleged that the varsity authorities have failed to make use of the infrastructure.

The construction of ladies hostel, new conference hall and other buildings including library is already complete, but all the new buildings are lying unused.

Blaming the varsity and administration, BPUT Students' Association President, Dushmant Kumar Routray said, "I've no idea what the university is up to. Because it is going on constructing buildings without a purpose. The ladies hostels were constructed three years ago, with fully furnished rooms but no provisions were made to allot these rooms to girls. Even security guards have been deployed despite the fact that there is no inmate. Similarly, lakhs of rupees were spent on the park where only cattle can be seen grazing. This is how the varsity authorities are wasting funds."

"The actual purpose for which BPUT was set up here hasn't been fulfilled. The buildings were constructed to feed some local contractors and staff. The university authorities have failed to develop the infrastructure into an educational hub," rued Rashmiranjan Padhi, a social worker.

In response, the Vice-chancellor said that lack of water and electricity facilities have delayed the functionality of these buildings. This apart, construction work is still in progress, he said.

"We have discussed with PH Divison and electricity department and necessary funds have been sanctioned for completion of major works such as electricity connection, installation of transformers, water points etc. The ladies hostel do not have boundaries. How can we allot these hostels to students without these prerequisite facilities," said Chitta Ranjan Tripathy, BPUT VC.

On the other hand, IDCO Divisional Head Rourkela, Abhimanyu Patra said that the varsity authorities are not ready to take the possession of the buildings even though IDCO has written to them about handing over the infrastructural projects. "The internal work is complete. The external electrification and water supply is their lookout," he said.
