Mentally-challenged girl lives life of confinement in Nuapada Photograph: (OTV)
Payal, an 18-year-old girl from Gayatripada village under Hatibandha Gram Panchayat under Sinapali block in Nuapada district is living a life of confinement due to her mental disabilities. Losing her mother at two months old, she was left without parental care after her father remarried and moved away.
Payal has been under the care of her maternal grandparents, Gayadhar and Pramila Meher. Despite medical treatment at multiple hospitals, including facilities in Ranchi, her condition showed little improvement. Concerned for her safety, her grandfather ensured she remained under constant supervision, often confined to a single room with shackles on her leg.
Following the death of her grandmother three months ago, Gayadhar, aged 80, now manages Payal’s care alone. He has reportedly approached local authorities for assistance in meeting her medical and daily care needs, citing the challenges of looking after her alone.
Gayadhar has not been included in any government welfare schemes, including old-age pension and ration card benefits. Currently, only Payal receives a nominal monthly allowance of Rs 1,200. The family sustains itself through a small agricultural income, struggling to meet basic needs.
Locals express deep concern over Payal’s situation, emphasising the need for increased support and intervention from authorities to improve her quality of life.

“Payal's mother died and father left her when she was a baby. Nobody was there at home. His grandfather is taking care of her. They are facing lots of problems to make their ends meet. The government should provide them some help,” said Jashoda Meher, a villager.
When contacted, Nuapada Collector Madhusudan Das said, “We will try our best to help her. The BDO and Tehsildar have been instructed to take necessary steps.”
