With Focus on Agriculture, Odisha presents Rs 1.39 lakh crore budget for 2019-20

Bhubaneswar: Odisha Finance Minister Niranjan Pujari on Friday presented the 2019-20 State budget of Rs 1.39 lakh crore, with special focus on agriculture – the allocation for which has increased to Rs 20,714 crore. The total administrative expenditure has been projected at Rs 57,310 crore including Rs 25,500 crore for salaries, Rs 13,300 crore for pension, Rs 6,500 crore for interest payments and Rs 4,840 crore for maintenance of capital assets.

The total programme expenditure outlay for 2019-20 will be Rs 74,600 crore which includes an outlay of Rs 70,600 crore for the government sector and Rs 4,000 crore for the Public sector undertakings.

Odisha government has allocated Rs 4,600 crore towards disaster response funds.

The total proposed outlay will be financed by revenue receipts of Rs 1.15 lakh crore and through borrowings & other receipts of Rs 23,734 crore.

Odisha government’s total projected receipts include State’s own tax revenue of around Rs 3,000 crore, non-tax revenue Rs 12,500 crore and State’s share in Central taxes is estimated to be around Rs 39,207 crore besides a grant of Rs 30,559 crore from the Centre.

Rs 2,550 crore for Samagra Sikhya Abhiyan, Rs 844 crore for Mid-day Meal Scheme
Rs 227 crore for construction of hostels for ST girls and urban hostel complexes

Rs 146 crore for modernisation of old irrigation projects
Rs 100 crore for Gangadhar Meher Lift Canal System

Rs 334 crore for Mukya Mantri Adibandha Tiyari Yojana
Rs 800 crore for interest subsidy/ subvention on crop loan


Rs 1,203 crore allocated for Biju Swasthya Kalyan Yojana
Rs 578 crore for Mukya Mantri Swasthya Seva Mission
Rs 1,365 crore for National Health Mission
Rs 400 crore for establishment of new medical colleges

Women and Child Development

Rs 303 crore for MAMATA Scheme
Rs 2,095 for Integrated Child Development Scheme
Rs 301 crore for Mukyamantri Mahila Sashaktikarana Yojana
Rs 130 crore for Mission Shakti Gruha
