Bhubaneswar: Odisha government will roll out a uniform transfer policy for teachers and non-teaching staff and conduct exposure visits of teachers to outside the State and Country as the State Higher Education department come under the purview of 5T initiative.

This is just one of the initiatives of the 17-point action plan chalked out by the State government under the 5T. A nodal officer has also been appointed to coordinate the 5T initiatives.

Under the 17-point action plan, decision has been taken for formation of a scholarship council for students while guidelines for distribution of free laptop and scholarship to meritorious students will be changed by preparing district/block-wise merit list instead of a state-wise list.

A provision for income criteria will also be brought in to exclude students of well-to-do families receiving benefits under the scheme.

The attendance of teachers (7 hours duty) will be strictly monitored through bio-metric device.

Similarly, students' attendance of minimum 75% required for appearing end term examination will be ensured. Feedback of students will be collected on Student Academic Management System (SAMS).

Similarly, career counselling cells will be set up in universities and reputed colleges while skill training will be imparted to students of degree colleges to enhance their employability including soft skills such as Spoken English. This apart, coaching will be provided to Odia students for All India Service Examinations. Guidelines to sponsor students to take coaching and avail facilities outside Odisha will also be changed.

Under the new initiative, provision has also been made for incentive to colleges and teachers for getting accredited under NAAC or moving up the rank.

Universities and colleges will be asked to develop excellence in a few subjects and courses so as to rank as one of the best institutions of the country to attract students from outside.

The action plan further includes establishment of 'Mo College' platform wherein college alumni and other interested persons can contribute to the development of the college. Also, guidelines for Governing Body and Executive Councils of Colleges will be amended to ensure achieving the goal of quality education.

Moreover, the action plan includes system for quick redressal of grievances in higher education department.
