Bhubaneswar: In order to make the government mechanism more dynamic and ensure efficiency in administration, the Odisha government has decided to hand out premature retirement to government officials in case of doubtful integrity and inefficiency.
The State government's significant decision on the lines of its 5Ts policy comes close on the heels of Centre's premature retirement of several government officials including 27 IRS officers in June earlier this year.
The State General Administration and Public Grievance (GA & PG) department has issued a circular on Tuesday noting that the performance of Group A, B, C and D employees will be reviewed every three months by a review panel to trace out inefficient officials who need to be axed.
"Separate review committees will be constituted for different categories of employees. The basic consideration in identifying inefficient employees will be the fitness and competence of the employees to continue in the post which he/she is holding," the circular said.
A register of employees who are completing 30 years of service or attaining 50 years of age and on their attaining 55 years of age will be maintained. The register will be scrutinised by a senior officer of the department at the beginning of every quarter.
In addition, the secretary of the administrative department is also empowered to constitute internal committees to scrutinise all the cases to be reviewed in each quarter and finalise the specific cases to be reviewed.
The circular clarified that premature retirement can be ordered in public interest and not as a penalty to the employee concerned.
For better administration, it is necessary to chop off dead wood, but the order of premature retirement can be passed after having due regard to the entire service record of the employee- It said.
The government in the circular asked the concerned officials to treat the matter as most urgent.
