Cuttack: Kare Koi, Bhare Koi (Someone else pays for someone else's mistakes).. A brand new Honda Activa scooter was seized from the vehicle owner by Cuttack Regional Transport Officials after they discovered that the concerned dealer had reportedly delivered the vehicle without registration.

During vehicle checking near Barang area in Cuttack on September 12, the Activa being driven by one Arun Panda, was stopped as it had no registration number. A hefty penalty of Rs 1 lakh was imposed citing that there has been violation on the part of dealer/manufacturer/importer. The officials later seized the vehicle.

According to reports, the Activa registered in the name of one Kabita Panda was purchased on August 28 from Khimji Honda dealership in Bhubaneswar. However, when the vehicle was detained on September 12 during checking, she alleged that the concerned showroom did not provide a registration number.

Based on the allegations, the RTO later sent a notice to the showroom authorities. The RTO officials finally seized the vehicle as they failed to get any response from the showroom.

The owner, Kabita Panda, on the other hand, said she will file a police complaint in this regard.

Kabita Panda said, "The RTO officials issued a Rs 1 lakh challan against the company for delivering the vehicle without registration. Though the Activa was purchased on August 28, I wasn't provided registration number and my vehicle was seized on September 12. The RTO officials also said that I am not responsible for this. I'll file a case against Khimji Honda."

Meanwhile, Cuttack RTO has written to RTO Bhubaneswar-II regarding the delivery of the vehicle without registration. He has requested to take necessary steps and cancel the Trade Certificate of the dealer.

During MV checking conducted by the Traffic Inspector, OMVD of this office it was found that a new vehicle Honda Activa-125 bearing Chassis No.ME4JF50AFKG098127 was detected plying without any registration. The vehicle had run 959 km as per odometer reading at the time of its seizure. The vehicle has been seized on September 12, 2019 and also challan No.OR9850190912132714 has been issued to the owner.

On verification it was found that M/s. Khimji Honda, Patia, Bhubaneswar had sold and delivered the above new vehicle to owner on August 28, 2019 without any Registration violating the provisions of Rule-42 of CMV Rules-1989 and instruction issued by Transport Commissioner, Odisha, in Circular No-1 of 2018.

In view of the facts stated above you are therefore requested to take necessary steps against the said dealer under Rule-44 of CMV Rule-1989 for cancellation of Trade Certificate of the dealer.
