Bhubaneswar: Odisha government on Wednesday issued its Unlock-8 guidelines for the month of January. As per the order, cinema halls and theatres will be opened with 50 per cent capacity.

"Cinema halls, theatres shall be allowed to open with up to 50% of capacity and operate as per SOP issued by the Government of India/ State Government in that regard," reads the official order.

Odisha Unlock-8: Regulation of some activities in areas outside the containment zone:

The Department of School & Mass Education, Higher Education, Skill Development and Technical Education will take call with regard to the date of re-opening of the educational institutions under their control/ superintendence/ supervision in a graded manner in consultation with relevant stakeholders and issue necessary guidelines/ SOP.

All Academic/ Technical/ Skill Development Institutions (except Medical Colleges) will remain closed till such date as decided by the Departments concerned. Notwithstanding closure of Academic/ Technical/ Skill Development Institutions, the followings will be permitted:

Conduct of examinations (academic, competitive and entrance tests), evaluation and other administrative activities. b. Online/ distance learning shall continue to be permitted and shall be encouraged.

The concerned department may permit teaching and non-teaching staff to be called to the School/ College/ Institution for online teaching/ tele-counselling and related work, in areas outside the Containment Zones only as per Standard Operating Procedure (SOP) issued by the Ministry of Education/ Health & Family Welfare (MoHFW).

Higher Education Institutions will be permitted to open only for research scholars (Ph.D.) and post-graduate students in science and technology stream requiring laboratory/ experimental work.

All training activities including skill and professional development.

International air travel, except as permitted by the MHA will continue to remain suspended till January 31.

Social/religious/sports & other gatherings shall be allowed with a ceiling of 200 persons.

All Anganwadi Centres shall remain closed till 31st January 2021 and the arrangement for supply of ration to the beneficiaries shall continue.

Local Authority i.e., District Magistrate/ Municipal Commissioner may permit public worship in religious places/ places of worship with appropriate restrictions, based on local assessment of the situation with regard to spread of COVID-19 and in due consultation with relevant stakeholders, with observance of COVID-19 safety protocol.

Open Air Theatres/ Jatras/ Entertainment Parks shall be permitted by the local authorities (District Magistrate/ Municipal Commissioner or officers authorized by them) to open subject to compliance of safety protocols such as mandatory wearing of face masks, physical distancing, etc.

Swimming Pools owned and controlled by Government/ recognized by the Department of Sports & Youth Services, Government of Odisha are permitted to open for training of sports persons as per SOP issued by the Ministry of Youth Affairs & Sports, GoI. Opening/ use of other swimming pools shall continue to remain prohibited.

Guidelines for areas in containment zones:

• Lockdown shall remain enforced within the zones.
• Local authorities authorised to enforce regulations in such regions
• Only essential activities to be allowed
• Testing shall be carried out as per protocol
• Surveillance of ILI/SARI cases & isolation of Covid patients shall be carried out as usual

General Directives for COVID-19 Management

Wearing of face cover/ mask properly is Compulsory in public places; in workplaces; and in public transport (Annexure-III).

Physical distancing: Individuals must maintain a minimum distance of 6 feet in public places.

Shops and Commercial Establishments will ensure physical distancing and use of face cover/ mask by employees and customers.

Salons, Spas, Beauty Parlours and Barber shops shall ensure all safety precautions, disinfection and sanitization before and after service of each customer.

Spitting In public places will be punishable with fine, as prescribed in accordance with laws, rules or regulations (Annexure- IV).

Consumption of liquor, paan, gutka, tobacco, etc. in public places is prohibited.

Movement of persons and goods

There shall be no restriction on inter-State and intra-State movement of persons, private vehicles and goods including those for cross land-border trade under Treaties with neighbouring countries.

No separate permission/ approval/ e-permit will be required for such movements. b. Inter-State and Infra-State movement of Passenger Buses is allowed.

Commerce & Transport Department may issue necessary Guidelines/ SOP for regulating travel in public transport vehicles as well as boats.
