Bhubaneswar: In view of the festive season, the State Transport Authority (STA) has relaxed the norms of High Security Registration Plate (HSRP) for dealers and purchasers for a month.

While the regulations for affixation of HSRPs on new motor vehicles were scheduled to be enforced from today, they have been relaxed till October 31. A decision in this effect was taken at a meeting of the STA with the vehicle manufacturers and dealers on Monday.

“It is noticed that the vehicle manufacturers have not established adequate embossing stations across the state for affixation of HSRPs on new motor vehicles sold for which dealers are not able to deliver the vehicles to the purchasers in time by affixing HSRPs,” the STA said in a circular.

Under the relaxed norms, the dealers on behalf of the purchasers will file an application before the registering authority for indexing of new vehicle along with an undertaking that he/she will get the HSRP affixed in place of non-HSRPs within 30 days from the date of registration.

The dealer can deliver the vehicle only after allotment of registration number by affixing non-HSRP number plates between October 1 and October 31 only as one time basis. Steps will be taken to cancel the trade licence of the dealers in case of failure to affix HSRPs by replacing non-HSRPs within 30 days, the STA said.

The STA said around 1.23 lakh learner’s licences have been issued in the state in the month of September out of which about 24,000 LLs have been issued in Bhubaneswar alone. In  2018, only 3.35 lakh LLs were issued in the state.
