Bhubaneswar:  No sooner than 'Mo Sarkar' in Odisha Police was launched by CM Naveen Patnaik, the state police have come up with a shocker accepting facing political pressure during crime investigation.

A massive 53 per cent police personnel in Odisha felt the nightmare of political pressure in crime investigation. While 14 per cent had felt the poking of political nose many times in crime investigation, another 39 per cent talk of political meddling some times during investigation.

Not only political string-pulling, autonomy in Odisha police looks to be an apparent casualty as 89 per cent policemen here felt that they can do only those tasks that are asked by the seniors, which is second highest in the country after Telengana.

Despite the 2013 landmark SC Judgment in Lalita Kumari vs UP government, a high of 52 per cent State cops felt the need of a PE (Preliminary Enquiry) before filing of FIR, even in cases of serious nature.

Apex court had called for immediate FIR registration and action under IPC to not let the accused getting a long handle to destroy the evidences.

Such explosive home-truths about the inside story of police functioning in Odisha have come to the fore in the latest report 'Status of Policing In India - 2019' released Thursday.  The report was published by an NGO Common Cause-Lokniti- CSDS.

Moreover,  a whopping 44 per cent cops rued about how their income does not suffice their needs.

And the big consequence: A high of 50 per cent Odisha cops quite frankly conceded that the State police is more or less corrupt.

As many as 56 per cent cops in the State admit that police could not reach the crime scene for the want of human resources.

Mobility of police is a big issue in Odisha as an overwhelming 67 per cent cops in the State talk of the mobility pinch while discharging their duties. The result: Odisha finished among the bottom three in the country. The vehicle deficiency in Odisha estimated at 29 per cent is far higher than the national average.

Not only mobility, Odisha police have been ranked as the third poorest State in police infrastructure nationally.

In the CCTNS compliance score, Odisha with a score of 79.3 per cent is placed at distant 13th among 21 major State and Delhi.

What is CCTNS and its utility? CCTNS means crime and criminal tracking network and systems. The overarching objective of this programme was to create a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing by relying on a network for investigation, detection and location of crime and criminals. CCTNS also serves as an integral cog of the Integrated Criminal Justice System (ICJS) programme as well as the national intelligence programme.
