Bhubaneswar: As part of 5T model of governance of revenue and disaster management department, Odisha Chief Minister Naveen Patnaik on Saturday launched e-Certificate portal and PAUTI App for smartphone users.

Through the new gateway, people can now get several official documents like caste certificate and permanent residence certificates online without visiting Tehsil offices.

CM Naveen also announced the abolition of solvency certificate. In case of death of government employees, no legal heir certificates will be required to get government dues.

Instead of solvency certificates, the departments can ask now as for documents like bank guarantee and IT returns for issuing licenses to storage agents, grant or renewal of excise license and quarry lease.

Besides the recruiting agencies in Odisha have been asked to allow applicants to declare their cast (ST/SC) and resident status at the time of application. After provisional selection, applicants shall be called upon to produce certificates like caste, resident for scrutiny and final selection.

Caste certificates shall be issued to students along with school leaving certificate (Class X examination).

Senior government officials informed that the citizens can visit any Common Service Centre (CSC) of their choice and apply to any Tehsil. Moreover, they can also download certificates from the portal or mailbox.

The new system will directly help students and youths get certificates without visiting government offices. This will also directly benefit about five million applicants every year.

Odisha government has also abolished all types of fees for grant of miscellaneous and caste certificates. However, the Common Service Centre charges for application through CSC shall be applicable in case application is made through CSC.

Earlier, the Revenue and Disaster Management Department had facilitated the online payment of land revenue.

Besides, the ePAUTI Portal (https://odishalandrevenue.nic.in) was launched by CM Naveen Patnaik on August 15, 2019, under the 5T initiative.
