Bhubaneswar/New Delhi: With an aim to prevent plagiarism and promote academic research, the University Grants Commission (UGC) has released the “Draft UGC (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Education Institutions) Regulations, 2017” and asked stakeholders to submit their suggestions by September 30.

“The objective of the regulations is to promote academic research and deterrence from plagiarism by developing systems to detect plagiarism and emphasize on the needs to refer plagiarism in a broader way by putting appropriate systems and checks in place,” read the UGC release.

As per the draft, educational institutions will have to form an academic misconduct panel (AMP) to investigate allegations related to plagiarism and submit reports to the Plagiarism Disciplinary Authority (PDA) of the institutions.

Besides, the draft directs every higher educational institution (HEI) to “instruct students, faculty and staff about proper attribution, seeking permission of the author wherever necessary, acknowledgement of source compatible with the needs and specificities of disciplines and in accordance with rules and regulations governing the source”.

All HEIs also need to conduct sensitization seminars/ awareness programmes, every semester, on responsible conduct of research, project work, assignment, thesis, dissertation, promotion of academic integrity and ethics in education for students, faculty and other members of academic staff.

“The core work carried out by the student, faculty, staff and researcher shall be based on original ideas and covered by a zero tolerance policy on plagiarism. In case plagiarism is established, the Plagiarism Disciplinary Authority (PDA) of the HEI shall impose maximum penalty. The core work shall include abstract, summary, hypothesis, observations, results, conclusions and recommendations,” the statement said.

Plagiarism, in non-core areas, of up to 10% would not lead to any penalty while in cases of up to 40%, a student will not be given any marks and/or credits and will be asked to submit a revised script within a stipulated time period not exceeding six months. In case of 6o% plagiarism, a student shall not be given any mark and/or credit for the plagiarized script and shall be asked to submit a revised script after a time period of one year but not exceeding eighteen months.

However, if plagiarism is above 6o%, no marks would be awarded and the research scholar’s registration for that course will be cancelled.

Penalty For Teachers

Similarly, in case of plagiarism up to 40%, a faculty will have to withdraw the manuscript and is barred from publishing work for a year. In case it is found above 60%, suspension of two successive increments and ban from publishing work for three years will be imposed.

“In case where plagiarism of highest level is committed then the punishment for the same shall be operative. In case a level 3 offence is repeated, then the person shall be dismissed,” mentioned the release.
