Ashirbad was the general secretary of OOA since 1988 and was embroiled in controversy after Orissa High Court directed probe into affairs of the association in 2014.

According to reports, M/s INCON Associates was earlier asked to pay monthly rent of Rs 17,000, while 50 per cent was to be adjusted towards the cost of construction as per the agreement signed by OOA.

Based on Supreme Court order, CBI had also registered a case against Ashirbad, M/s INCON Associates and unknown officials of OOA under Indian Penal Code (IPC) sections 120 (b) and 420 in June this year.

On April 3, 2017, the Supreme Court had ordered a CBI probe into illegal construction of a Kalyan Mandap and 23 shops by OOA on government land and also financial irregularities.

The audit had expressed reservations about the fiscal management of 23 shops and the Kalyan Mandap on the disputed 0.075 acres of government land.
