Bhubaneswar: Come January 2018, the Direct Benefit (DBT) of fertilizer subsidy will be implemented in Odisha. However, uncertainty looms large over its successful implementation as only 913 point of sale (PoS) devices have been installed so far in several parts of the State.

The registrar of cooperatives societies on the other hand has issued guidelines where in point of sale (PoS) devices have been made mandatory for getting the subsidy on fertilizer.

As per the notification, no dealer can sale fertilizer without PoS from January 1.2018.

The sale of all subsidized fertilizers to farmers will be made through PoS machines installed at each PACS and LAPMPCS. As per the action plan, the beneficiaries will be identified and Aadhaar Card, Kissan Credit Cards and Voter Identity Cards will also be mandatory.

The identity of the beneficiaries will be verified through Aadhaar based biometric authentication while the buyers details will be captured in the point of sale devices installed at the retailers end.

All the fertilizer sale transactions will be tracked online in the Integrated Fertilizer Management System (IFMS)

According to sources, PoS supply and installation process has been initiated by the director of agriculture through authorized vendors and it is targeted to complete the installation by December 31, 2017.
