Bhubaneswar: The State Cabinet on Monday empowered the state government in matters of granting liquor license.
The cabinet, which took the decision at a meeting presided over by chief minister Naveen Patnaik at the State Secretariat here, also cleared seven other proposals.
Briefing media persons after the meeting, chief secretary Aditya Prasad Padhi said the State Cabinet approved a proposal of the Excise department to amend the Odisha Excise Act, 2008.
As per the amendment of Section 45 of the Act, the state government will have the power to grant license, pass and permit to regulate intoxicants in place of the Excise Commissioner from now on.
“Besides, the Cabinet decided to drop some of the sub sections of Section 90. The Cabinet took the decision in this regard because the state government had difficulties in revising several Excise fees as it had to move the state legislature for approval,” Padhi added.
He said the Cabinet approved a proposal of the Higher Education department for amendment in the order on the grant-in-aid for the teachers and staffs of 43 Odisha Non Government Sanskrit colleges to bring them on par with the 662 category college teachers and staffs. After the amendment, these Sanskrit teachers would be entitled to get their basic pay, grade pay and one increment. This will benefit 243 teachers and 60 staffs while the state government will bear an additional cost of Rs 2.78 crore per annum.
The cabinet also approved formulation of the Odisha Government Press Industrial Employees Classification and Recruitment Rules for 22 employees who have been appointed in newly created posts viz., offset machine operator, DTP operators, graphic designers, offset machine assistant and process assistants.
Apart from this, the Cabinet also approved amendment to the Odisha Rice and Paddy Procurement and Custom Milling of Rice Order to abolish the levy control system in the state as per the order of the Central government which had abolished the system in October last year.
In this amended order, there will be a new regulatory framework to ensure that the state agencies and the millers procure paddy from the farmers by paying them the minimum support price (MSP) and maintain the accounts. Besides, the millers would also ensure timely milling of paddy so that rice is available in the PDS (Public Distribution System) outlets. The new order has been put in order to simplify the procurement process.
The cabinet also approved a proposal of the Law department for amendment of Rule 6(2) of the Odisha Superior Judicial Service and Odisha Judicial Service Rule, 2007 as per the recommendation of the Odisha High Court. With the amendment, the eligibility criteria for promotion of Senior Civil Judge to the rank of District Judge will be five years instead of three years.
Another proposal of the Law department for enhancement of emoluments of the Advocate General was approved by the cabinet. With this, the monthly retainer fee of the Advocate General has been doubled from Rs 25,000 to Rs 50,000. Apart from this, the amount of fees for representing the state government in the Supreme Court has also been doubled from Rs 10,000 to Rs 20,000. Prior to this, the state government had revised the fee of the Advocate General in 2012.
The Cabinet also approved enhancement of fees for other Law officers engaged in the Odisha High Court like the government advocates, additional government advocates, standing counsels and additional standing counsels.
With the new enhancement, the monthly retainer fee of the government advocates has been increased to Rs 16,500 from Rs 12,000 and their daily fee from Rs 2000 to Rs 2700. For additional government advocates, the monthly retainer fee for government advocates has been increased to Rs 13,500 from Rs 10,000 and their daily fee from Rs 1600 to Rs 2200. The same is applicable for the standing counsels and additional standing counsels.
Another proposal on formulation of Odisha Higher Secondary Education Service, the Method of recruitment and conditions of service of Post Graduate teachers of the SC & ST Development department by the of the Higher Secondary Education department was also approved by the Cabinet.
There are 22 schools under SC & ST Development department which provide Plus Two level education. There were no recruitment rules for the junior lecturers of these schools who are appointed on contract basis.
“Under the new rule, teachers having Post Graduate and B.Ed degrees will be eligible for these posts and would be considered as Group-B PGT Teachers. The recruitment of these teachers will be done by the Odisha Public Service Commission (OPSC)”, the chief secretary informed.
Apart from this, the State Cabinet approved the proposal of the Revenue and Disaster Management department on formulation of rules for the employees of Odisha Revenue Service (Group-B) on their probation and departmental examination.
“Though the state government had created Odisha Revenue Service (ORS) in 2011, there were no rules no confirmation, probation and departmental examination for these employees,” the chief secretary pointed out.
