Bhubaneswar: As part of its investigation into the fake gazette notification scam involving arrested former Assistant Director of Factories (Medical) Dr Motilal Gouda, Crime Branch sleuths today grilled an ENT doctor of the Capital Hospital here.

The state investigating agency grilled Dr Santosh Panda in connection with the issuance of a fake disability certificate to Srabani Kar, wife of Himanshu Kar alias Happy, a close associate of Gouda, in 2008 when he was a member of the District Medical Board.

The Board had issued the certificate to Srabani on the basis of her hearing loss of about 40 percent. With the help of this certificate, Himanshu had obtained a C-grade contract license in the name of his wife.

Talking to media persons, Panda said besides him, there were three other members in the Board: the Chief Medical Officer, Deputy Chief Medical Officer and Administrator of the Capital Hospital. The Board had issued the certificate on the basis of the audiological report.

“They (Crime Branch officials) asked me about the genuineness of the report. I told them to send it to the Appellate Board at the SCB Medical College and Hospital in Cuttack, which will conduct a fresh check-up of Srabani to find out the extent of her hearing loss,” he said.

The State Crime Branch has come to know that Himanshu had a business turnover of Rs 3.5 crore through contract jobs in 2014-15 as per the Income Tax Return filed by his wife.

Crime Branch sources have revealed that Himanshu, who had started executing tender work in 2009 through the license in the name of his wife Srabani Kar, has been awarded tenders worht over Rs 10 crore till 2015. All construction work has been taken up by a construction company, BN Constructions, which is in the name of his wife. As per the Income Tax Returns, Srabani has earned Rs 3.5 crore in 2014-15.

The state investigating wing is now investigating how Srabani was given tender work worth over crores despite having a Class-C contractor license.
