The four-day Annual General Meeting (AGM) of the International Cricket Council (ICC) will kick off on Thursday, with several high-stakes issues on the agenda. Among the most keenly watched topics are the potential introduction of a two-tier Test system, expansion of the T20 World Cup, and the ratification of new member nations.
With the new 2025–27 World Test Championship (WTC) cycle already underway, discussions around a two-tier Test format will focus on promotion-relegation mechanisms and financial redistribution. While changes will not affect the current cycle, a serious proposal may emerge for implementation post-2027. The concept has found backing from major boards like Cricket Australia and the England and Wales Cricket Board.
The ICC is considering increasing the number of teams in the T20 World Cup to 24, buoyed by cricket’s return to the 2028 Olympics and Italy's historic qualification for the 2026 edition. Although no immediate decision is expected, the move reflects the ICC’s desire to broaden the sport’s global reach.
Zambia is set to return as an Associate member after resolving compliance issues, while East Timor is likely to be inducted for the first time. The AGM will also receive a report on alleged financial mismanagement during the 2024 T20 World Cup, a controversy believed to have prompted the resignation of former CEO Geoff Allardice.
With ICC chairman Jay Shah and new CEO Sanjog Gupta at the helm, the AGM is expected to shape the trajectory of global cricket—balancing tradition, expansion, and governance reforms for a more inclusive future.
