In a striking political development, the Biju Janata Dal (BJD) has lost its hold on the Mahakalapada Panchayat Samiti in Kendrapara district, a key regional entity in Odisha, as the BJD-supported Block Chairperson Kalpana Rout was ousted in a no-trust vote. A no-confidence motion placed against her saw an affirmative response from 49 Samiti members, leading to her dismissal.

Voting Session and Outcome

Today, a specially convened session at the Mahakalapada block office witnessed the vote that sealed Rout’s fate. Of the 62-member Panchayat Samiti, which includes local leaders known as sarpanchs, 49 samiti members cast their votes in favour of the no-confidence motion, while eight committee members and five sarpanchs were absent.

“At least 49 samiti members and sarpanchs voted in favour of the no-confidence motion. Now, the Chairperson has been ousted. As per the rule, there will be a selection for the Chairperson under the leadership of the MLA. We will together support the person, our MLA thinks is right for the post of the Chairperson,” claimed a Samiti Member.  

Background and Procedural Delays

The backdrop to this political shift began in March when the no-confidence motion was initiated by 42 members. Legal disputes subsequently arose, prompting the matter to reach the High Court, resulting in the postponement of two voting dates. This event marks the first such motion since the Mahakalapada constituency was established.

The Tehsildar of Mahakalapada, Shiba Prasad Mallick, confirmed the successful execution of the vote and its outcome. This political episode reflects the dynamic nature of local governance, where Panchayat Samitis play a crucial role.
