Remove multi-tone horns, black films from vehicles! Penalty in Bhubaneswar, Cuttack from this date

From February 10, the Twin City Commissionerate Police will penalise motorists in Bhubaneswar and Cuttack using multi-tone horns or black window films. Officials urge compliance to avoid fines. Flouters will be dealt hard-handedly, they warned.

The Twin City Commissionerate Police will launch a special drive from February 10 and impose penalties on motorists using multi-tone horns or black films in Cuttack and Bhubaneswar. The motorists will be dealt hard-handedly, an official source said on Thursday.

"Through there is legal prohibition, many motorists are still using the tinted glass or black films, multi-toned horn and musical horns posing threat to the safety of public besides, creating situations of confusion and also contributing in road accidents," the Police Commissioner said in an appeal released on Thursday.

Four-wheeler windows must allow at least 70 per cent of visible light to pass through the front and rear windows and 50 per cent for the side windows, a release said.

“Commissionerate Police, BBSR-CTC will take up a Special Drive against the use of black films, sirens and multi-toned horns from 10.02.2025 onwards and the defaulters will be penalised heavily as per law,” the Commissionerate Police communication read.

Twin City Police Commissioner Suresh Dev Datta Singh in his appeal said, “It is advised to please adhere to the above legal provisions and avoid using the tinted glass or black films, multi-toned horns, etc, on their vehicles and voluntarily remove them before the stipulated date to avoid attracting penalties.”

Bhubaneswar DCP Pinak Mishra had previously underscored the gravity by saying, “We will intensify the special drive in the days ahead. We have targeted to curb unruly driving on the road.”

Worth mentioning, the State has witnessed over 50,000 road accidents in the past decade. Following the advice from the Supreme Court’s Committee on Road Safety, the measures have intensified to safeguard road users.
