CM Stresses On Zero Fir

Odisha Chief Minister Mohan Charan Majhi on Friday issued a clarion call to the state's Police force, warning of suspension for officers who neglect to file First Information Reports (FIRs) or who engage unduly with complainants. The directive, aimed at bolstering public trust, highlights the necessity for officers to act courteously towards citizens who approach police stations.

On the sidelines of inaugurating new police station buildings at 14 locations across Odisha, Chief Minister Mohan Majhi stressed that law enforcement personnel must treat people visiting police stations with respect and extend hospitality—such as offering tea and water—and listen attentively to their grievances.

Reflecting on Personal Experience

Chief Minister Majhi shared a personal narrative dating back to 2019, when he was reportedly misbehaved by a police officer in Keonjhar during his tenure as an MLA. He recounted an incident where he was asked to leave the premises, underlining the urgency for improved conduct.

“The police officer said ‘Get Out’ to me, an elected representative. I want the officers to treat those visiting police stations with humility. There is a provision of Zero FIR and there was an incident when another officer refused to lodge an FIR. I have been given a task to change such issues as CM and head of home department,” said CM Mohan Majhi.

According to Majhi, he will not tolerate such incidents which were rampant prior to 2024. 

“When a police officer doesn’t give respect to an MLA, it is quite obvious to think what treatment was being meted out to the common man. Today, our government is strengthening police stations and upgrading. I hope that the Home Department and Police Department will be No.1 in the state. I will not hear complaints that no FIR is being lodged and if it happens the concerned police officer will be suspended,” said Majhi.

What Is Zero FIR?

Zero FIR is an FIR that can be filed in any police station, regardless of the place where the crime is committed or the jurisdiction of the police station. An FIR is the first step by which the criminal justice system is set into motion, and the police can conduct a detailed investigation.

Commitment to Change

The Chief Minister declared that such behaviour must not be repeated. He emphasised the dual need for police officers to not only enhance their operational competence but also adopt a service-focused approach in dealings with the public.
