Big Update On Part Plot Registration
In a bid to assist land owners to sell their part plots, the State Urban Development department has prepared a draft proposal which has been sent to the Revenue Department for review, informed Odisha Revenue Minister Suresh Pujari on Monday.
As per plans, the Revenue Department will examine the draft proposals and issue a formal notification after making necessary amendments by March. It means that the sale of part plots is expected to start in Odisha from April.

This move is part of a broader strategy to streamline urban planning and land use across the region. The proposal aims to ensure transparent allocation of land, addressing long-standing challenges in plot distribution.
Revenue Minister Suresh Pujari assured that the necessary infrastructure and technology will be in place to support this initiative, providing an efficient registration process for potential applicants. The registration process will offer aspiring landowners the opportunity to secure plots as per the newly defined norms.
The term 'part plots' has been discussed in local policy and refers to segmented portions of land set aside for allocation under this scheme. This is an important step towards achieving equitable land distribution in the state.
According to Pujari, various departments have role in part plot sale and other issues in registration of apartments. As there is revenue loss, the department has decided to see how part plot can be sold via guidelines so that the persons who buy a plot will get access to roads and other facilities which was not possible earlier.
Those constructing apartments or buying flats, there were some legal issues for which registration and handover process were stopped.
“We have asked Urban Development authorities and RERA; and already the first notification, which was implemented, has been amended. It will not be applicable to those who have purchased apartment prior to the issue of the notification,” said Pujari.
Regarding the issues concerning the RERA, part plot and apartment sale, the Urban Development Secretary has discussed with the Advocate General over the draft proposal and it has been sent to the Revenue Department. The Department will review the draft and hold talks, and a final notification will be issued, said Pujari, adding that the draft proposal will be ready after necessary modification and amendments by March, following which a notification will be issued.
