Odisha to undergo panchayat reorganisation before 2027, block restructuring by 2029

Odisha announces panchayat reorganisation by 2027 and block restructuring by 2029 to enhance local governance and scheme delivery, as stated by Panchayati Raj Minister Rabi Nayak.

In a move to strengthen local governance and ensure that central and state government schemes effectively reach beneficiaries at the grassroots level, the Odisha government has announced plans to restructure panchayats across the state before 2027, followed by block-level restructuring by 2029.

Informing the development, Panchayati Raj Minister Rabi Nayak, stated that the reorganisation will take place prior to the upcoming panchayat elections. He also said that block restructuring is scheduled to follow, ahead of general elections, ensuring that administrative and electoral units are updated systematically.

“In the coming days, we have decided that a panchayat reorganisation will be conducted. The move will be done in accordance with people's wishes and for maximum development of the block or panchayat,” he said.

Governor’s Proposal And Discussions

The Odisha Governor had earlier proposed amendments to the Panchayati Raj Act to reinforce the authority and functionality of panchayats.

Detailed deliberations on the proposal were held yesterday with departmental officials to finalise the roadmap for reorganisation. Minister Nayak stated.

“Suggestions given during the meeting have been taken into account, and before 2027, panchayat reorganisation will happen,” added Minister Rabi Nayak.

Committee Formation And Drafting

A special Committee will be formed to prepare the blueprint for reorganisation, outlining changes in administrative boundaries, governance structure, and resource allocation. The process will also take into account population growth, accessibility, and the need for improved local administration.

The state aims to enhance the efficiency of panchayati governance and ensure that each beneficiary receives government services in a timely manner.

Odisha Governor Haribabu Kambhampati had earlier emphasised that strengthening gram panchayats is crucial for the successful implementation of both central and state development schemes. The committee will ensure that local units are expanded where necessary to accommodate future growth and service delivery needs.

As per the Minister’s statements, the reorganisation plan will be implemented in phases, with panchayat restructuring completed by 2027 and block restructuring by 2029. The government will issue detailed guidelines for administrative officers and local bodies to facilitate smooth implementation.
