Odisha Mandap with 10,000 seating capacity to come up in Bhubaneswar; govt plans new structures for Lok Seva Bhawan, Assembly

In a major push towards modernizing state infrastructure, the Odisha Government has announced ambitious plans to construct new buildings for Lok Seva Bhawan and the Odisha Legislative Assembly under a modern architectural framework. The existing structures, which have long stood as administrative landmarks in the capital, are now under review for redesign and possible transformation, informed Public Works Department (PWD) Minister Prithviraj Harichandan on Sunday.

Speaking to reporters, the Minister said, “We are evaluating how to reshape the existing buildings of Lok Seva Bhawan and Vidhan Sabha to align with the evolving needs of governance and aesthetics. A fresh structural blueprint is under consideration.”

Bhubaneswar To Get World-Class Convention Centre

As part of the state's long-term infrastructure vision, a world-class Odisha Mandap—a massive multi-convention centre—will also be developed in Bhubaneswar. A suitable location for the Odisha Mandap has already been identified in Chandrasekharpur, a prominent and accessible locality in the capital city.

Designed to global standards, the Odisha Mandap will include a state-of-the-art boardroom and a main convention hall with a seating capacity of over 10,000 people. It aims to host large-scale summits, cultural programs, and international events, placing Odisha on the global map for mega gatherings and diplomacy.

“New projects will be undertaken by the Odisha government, including Odisha Mandap, which will be a world-class convention centre. Land has been identified at Chandrasekharpur, and preliminary discussions have been made,” said Harichandan.

The Minister further informed that the Odisha Mandap will be a multi-mode conventional centre with a seating capacity for 10,000 people, along with hotel accommodation in one premises. A preliminary concept has been developed, and we want to take it further. Similarly, a lot of projects are in concept stage, and if execution and construction take time, it will create problems. Hence, we are trying to adopt measures to minimise the cost of construction of buildings, which will boost the industry sector here in Odisha, said the Minister.

Additionally, the Minister revealed plans to construct disaster-resilient buildings across the state to enhance preparedness against natural calamities. All proposed buildings will be completed within a stipulated timeline, he assured.

To optimize costs while ensuring durability, the government is exploring innovative construction technologies. Discussions have already been held with the Indian Buildings Congress (IBC) on adopting modern, cost-effective methods in public construction. 

Moreover, the government plans to provide specialized training to newly recruited engineers to ensure they are equipped with the skills needed for executing these advanced projects.

These initiatives mark a transformative step in Odisha’s infrastructure journey, combining modern engineering with functional governance.
