Odisha govt rolls out transfer, posting policy for teachers and officials; check details
The Odisha School and Mass Education Department has rolled out a policy for the annual transfer and posting of officers and staff, in line with the General Administration Department rules. As per the rules framed, the transfers are scheduled to take place between April 15 and June 15 annually.
According to the new guidelines, officials will not be posted in their home districts. Officers and staff appointed to a district must serve there for a minimum of three years before becoming eligible for a transfer. However, no official can remain posted at a single location for more than six years, ensuring rotation and preventing stagnation in the system.
Special provisions have been included for officers who have completed five continuous years of service in districts such as Gajapati, Kandhamal, and Boudh, making them eligible for transfer to other districts. Similarly, officers who have completed ten years of service in other districts will now be posted in these three districts to maintain administrative balance.
The policy also takes into account government employee couples. Married officials may be posted in nearby or adjacent areas to accommodate personal needs and family considerations. Officers who have two years remaining before retirement may either continue in their current posting or be transferred to their home districts, depending on departmental requirements.

To ensure transparency and fairness in the process, the department has decided that all transfers and postings will be finalized through a committee. This move is expected to bring clarity, impartiality, and efficiency to the posting process while balancing administrative needs with the personal considerations of officers and staff.
