In a landmark move aimed at enhancing access to justice and reducing the burden on existing courts, the Odisha Government has officially constituted 46 new Civil Judge (Junior Division) courts across multiple districts of the state. This major expansion of the judicial infrastructure was carried out in consultation with the Orissa High Court, and received formal approval from Chief Minister Mohan Charan Majhi.
A notification in this regard was released following the Chief Minister's approval of the proposal. These courts will be established in several revenue Tehsils across 23 districts, ensuring wider reach of judicial services, particularly in semi-urban and rural areas. The move is expected to bring faster resolution to civil disputes and enhance the overall efficiency of the justice delivery system in the state.

Rayagada District: Rayagada
Puri District: Satyabadi
Keonjhar District: Saharapada, Harichandanpur

Jagatsinghpur District: Balikuda, Nuagaon
Sundargarh District: Balisankara, Lephripara, Bargaon, Kuarmunda
Cuttack District: Barang, Kantapada
Sonepur District: Ulunda

Khordha District: Banpur

This expansion is a strategic response to the increasing workload in civil courts and the growing demand for quicker legal remedies in remote regions. It also aligns with the broader judicial reform efforts underway in the state to improve ease of access and reduce the pendency of cases.
With the creation of these new courts, jurisdictional boundaries of existing Civil Judge (Junior Division) courts that previously covered these tehsils will be revised, and their authority over those specific areas will now cease.
Officials from the Law Department stated that the move would also open up more judicial posts and support staff positions, creating employment opportunities and strengthening the legal framework across Odisha.
The Odisha government is also working on infrastructure development, including buildings, support facilities, and digital systems, to ensure these new courts are fully functional at the earliest.
The establishment of these 46 new courts marks a major milestone in Odisha’s journey toward a more accessible and robust judicial system.
