Odisha govt allows self-declaration for farmer registration for KMS 2025-26
In a major relief to farmers, the Odisha government has announced that farmers will no longer be required to produce ancestral or genealogy certificates for registration under the Kharif Marketing Season (KMS) 2025–26. Instead, they can now complete their registration process through a simple self-declaration form.
The Food Supplies and Consumer Welfare Department issued an official notification on August 16, directing all district Collectors to implement the new system.
The decision was taken after it was observed that many farmers were facing difficulties in completing registration due to the delay or unavailability of mandatory documents such as legal heir certificates, co-sharer consent letters, or genealogy reports.
“…. In order to facilitate the smooth conduct of the registration process and to ensure that eligible farmers are not deprived of the benefits of MSP, submission of 'Self-Declaration' for Farmer Registration in KMS 2025-26 (Kharif) is under active consideration of the Government,” the notification read.
To ensure that eligible farmers are not deprived of the benefits of the Minimum Support Price (MSP), the government has allowed registration based on self-declaration. The notification instructs collectors to circulate the revised forms to all PACS, LAMPCS, WSHGs, and PPs for smooth conduct of the process.
Earlier, the state had already extended the registration period for Kharif paddy procurement, which began on August 19 and was scheduled to continue until August 20. With the latest amendment, the process is expected to become easier and more accessible for farmers across Odisha.
