Odisha focuses on Book Circular-47; special cells to resolve local issues

The State government has pledged to tackle the complaints of MLAs and Members of Parliament (MPs). This initiative comes in response to ongoing grievances and involves the formation of dedicated cells within various government departments.

This effort aims to fulfil the mandates set forth by Book Circular-47 a directive that was allegedly neglected under the preceding Naveen government.

A recent official directive issued in this regard emphasises that MPs and MLAs (Members of Legislative Assembly) must have their constitutional positions duly valued, ensuring their complaints and recommendations are given adequate attention.

Parliamentary Affairs Secretary, Surendra Kumar, has ordered departmental secretaries to establish special cells manned by designated nodal and dealing officers. These cells would remain responsible for timely responses to the issues raised by MPs and MLAs.

Further, district and block-level offices must submit reports on actions taken in response to these communications by the 10th of each month. In turn, a consolidated report will be forwarded to the General Administration Department by the 15th. The Chief Secretary is scheduled to review these submissions on the 20th of each month.

Departments are also required to submit a separate report detailing their responses to the queries of MPs and MLAs, according to guidelines. Any violations of Book Circular-47 may result in disciplinary actions against the officials concerned, thereby highlighting the government’s commitment to enforcing these standards.

This renewed focus not only empowers elected representatives but also signifies a shift in political dynamics, potentially reducing the influence of unelected figures that allegedly characterised the previous government.
