Odisha charts aggressive EV roadmap, fixes deadlines; know targets
In a decisive push towards sustainable mobility, the Odisha government has unveiled the draft Electric Vehicle (EV) Policy 2025, setting ambitious targets to phase out fossil fuel-based vehicles from government operations and accelerate EV adoption across the state.
Under the roadmap, all government offices will replace their existing fleet with EVs within six months. School and college buses will be encouraged to follow suit within a year, while garbage and waste collection vehicles under the Housing and Urban Development department will also go electric in the same timeframe.
Tourist shuttles, amusement park rides, and even boats and ferries operated by government agencies will gradually shift to electric or hybrid modes within the next 12 months.
Officials said the move is aimed at drastically reducing vehicular emissions, cutting fuel dependency, and positioning Odisha as a leader in clean mobility.
The policy also mandates the conversion of all government ambulances and PCR vans to EVs within a year of notification.
The draft proposes an extensive package of incentives, including a flat Rs 2 lakh subsidy on electric cars used for transport and up to Rs 20 lakh for heavy commercial vehicles depending on size. Retrofitted vehicles, too, will qualify for support, with two-wheelers receiving a 30% cost reimbursement and three-wheelers and light carriers 25%.
To power this transition, the state will build a robust charging network.All fuel stations on national and state highways will be equipped with at least one fast-charging station, subject to feasibility, while OSRTC bus depots will get EV charging points. The government also plans viability gap funding for DC fast chargers over five years, along with a 25% capital subsidy for battery swapping and “battery-as-a-service” stations.
On the research front, at least three Centres of Excellence will be established across Bhubaneswar, Balasore, Rourkela, Sambalpur, Koraput, and Berhampur to promote innovation in EVs, charging systems, and hydrogen technologies.

A dedicated Chief Minister’s EV R&D Grant of Rs 15 crore will support promising projects.
The policy sets a target of 50% EV adoption in new vehicle registrations by 2030, rising to 70% by 2036 and 80% by 2047. Officials say the strategy not only promises cleaner air and lower greenhouse emissions but also offers opportunities for investment, job creation, and technological advancement in Odisha’s mobility sector.
