Odisha Cabinet gave its stamp of approval to 14 out of 15 proposals tabled for discussion on Monday. 
After the Cabinet meeting, Chief Secretary Pradeep Jena said that the Cabinet has approved a proposal of the Revenue and DM Department for amendment of the Odisha Government Land Settlement Rules-1983.

The proposal entails a reduction in the conversion fee for conversion of leasehold land of Odisha State Housing Board or CDA and BDA  for residential purposes into freehold from the existing 10 percent of the prevailing market value of the land to 3 percent of the valuation of land fixed under the guidelines prescribed under the Odisha Stamp Rules-1952 for a gharabari kisam of land situated in the vicinity. 

Nod to JSW's EV factory

He added that the Cabinet also approved a special incentive package for the JSW Group's ambitious Electric Vehicle and component manufacturing projects in Naraj, Cuttack, and Paradip. The two projects will get a combined investment of over Rs 40000 crore and create employment of over 11000. 

The JSW Group has proposed to set up an EV and EV battery manufacturing project at Naraj, Cuttack with a capacity of 50 GWH. The project will be the world's largest single-location project in the sector. 

Koraput Cofee plantation to be expanded

Moreover, a proposal to expand the Koraput coffee plantation to 1 lakh hectares from the existing 10,000 hectares was approved. The scheme ‘Coffee Plantation for Sustainable Livelihoods (CPSL) will be implemented in Koraput, Rayagada, Kalahandi, Kandhamal, Keonjhar and Gajapati districts where women SHGs will be engaged in coffee nurseries. Over 50,000 farm families will benefit from the scheme.

The proposal envisages an expenditure of Rs. 1144.00 crore from 2022-23 to 2026-27. Rs. 567.00 crore will be netted through the State Plan while Rs. 577.00 will be met through convergence with other schemes.

Rs 329-Cr proposal for women's hostel

The turnkey tender for the construction of a 6952-bedded working women's hostel at seafood park Deras, Khordha with a cost of Rs 329.00 crore was also approved.

Other proposals

The other proposals that got Cabinet approval included the creation of one new Excise station at Koksara in Kalahandi, the Odisha Biotechnology Policy 2024 to harness the potential of Biotechnology towards sustainable socio-economic development and to boost the Biotechnology Ecosystem, clarificatory amendments in IPR 2022 to incentivize SEZs for creation of more employment opportunities, amendment of Odisha Government Press Industrial Employees Classification, Recruitment, Promotion, Condition of Service and Appeal Rules, 1978 (and Amendment Rules, 2016).
