The census process began on Monday, and 2012-Batch IAS officer Nikhil Pavan Kalyan has been appointed as the Director of Census Operations for the state of Odisha by the Department of Personnel & Training, Government of India. Following this, officials will be appointed at the district and block levels.
“The Competent Authority has approved the appointment of Shri Nikhil Pavan Kalyan, IAS (OD-2012) as Director of Census Operations/Director of Citizen Registration (Director level), Odisha for a period up to 31.12.2025 or until further orders, whichever event takes place earlier. He may be relieved immediately with instructions to take up his new assignment as DCO/DCR, Odisha,” a letter written to Odisha Chief Secretary Manoj Ahuja read.
“It may be noted that as per ACC's directions conveyed in DoP&T's Circular No. 3/4/2004- EO (MM-I) dated 17th August, 2005, an officer should join the post within three weeks from the date of issue of DoP&T's appointment order, failing which the process of debarment from the Central Staffing Scheme shall be initiated,” the official communiqué stated.
Worth mentioning, the forthcoming caste-based census is set to prioritise backward classes, a decision that has ignited debates over the implications for their reservation rights. Odisha BJP president Manmohan Samal earlier criticised the Opposition BJD and Congress for their alleged confusing stance on the caste-based census in a presser.
Odisha BJP president Samal accused the parties of opposing the initiative habitually without considering their own past actions. Samal had alleged that despite being in power for quite a long period, they (BJD and Congress) failed to make any significant impact on the issue. He further accused them of 'shedding crocodile tears', implying insincere concern.
