‘New Bhubaneswar’ & 5 ‘Tri-Cities’ to transform Odisha’s urban landscape
Odisha government’s annual budget in 2025 placed a strong emphasis on urban and rural development. A major highlight is the proposed ‘New Bhubaneswar’ at around Rs 408 crore earmarked for the development, inspired by Hyderabad’s advanced infrastructure.

Additionally, an ambitious plan has been unveiled to transform 15 cities into five economic corridors, building on the 'Tri-City' structural vision. Chief Minister Mohan Majhi earlier emphasized, “The new Bhubaneswar will be developed with the same structural vision as Hyderabad,” underlining urban development as a key priority.
The ambitious development plan in nutshell
A substantial amount of Rs 1,100 crore has been allocated for the Mukhya Mantri Sahari Bikash Yojana, aimed at promoting urban development. This initiative includes the creation of five economic corridors linking key cities such as Bhubaneswar-Cuttack-Puri, Sambalpur-Jharsuguda-Bargarh, Jeypore-Sunabeda-Koraput, Chhatrapur-Berhampur-Gopalpur, and Keonjhar-Barbil-Joda, with a focus on logistics, tourism, and educational clusters.
To tackle the growing population and traffic challenges in the Capital City, the government plans to expedite the completion of the metro rail project. Additionally, there are plans to construct a ring road around the State Capital, aiming to transform it into a vibrant, tech-driven city.
Initially, an area of 322 hectares is targeted for development to attract investments and generate employment.

Notably, the initiatives represent a significant leap towards improving regional connectivity and infrastructure, driving economic growth across urban centres. The budget for FY 2025-26 not only paves the way for new urban development but also seeks to revitalise existing areas to meet future demands.
