Mega master plan for Jeypore: Odisha okays ring road and city expansion among others

Odisha okays GISRS-based master plan for Jeypore, covering 7,717.20 acres and 15 villages. Key infrastructure developments include a ring road and NH-326 bypass.

The Odisha government has sanctioned a Geographic Information System and Remote Sensing (GIS/RS)-based master plan for Jeypore town, aiming to guide its development over the next three to four decades.

Comprehensive Urban Expansion

As reported by The Times of India, the newly endorsed master plan encompasses 7,717.20 acres, integrating 15 adjacent revenue villages, such as Jeypore, Jayanagar, Jagadhatripur, and Laxmanpur.

Further, it introduces zoning regulations to facilitate organized growth, designating specific areas for residential, commercial, and green spaces.

Infrastructure Developments on the Horizon

To accommodate Jeypore's evolving needs, several infrastructure projects are in progress:

  • Bypass Road for NH-326: A new bypass is under construction to alleviate congestion on National Highway 326, enhancing connectivity and reducing travel time.
  • Ring Road: Plans are underway for a ring road to encircle Jeypore, aiming to streamline traffic flow and provide alternative routes for commuters.
  • Internal Road Widening: Efforts are being made to widen internal roads within the town to improve accessibility and accommodate increasing vehicular movement.

Regulatory Measures for Sustainable Growth

Under the Odisha Town Planning and Improvement Trust Act of 1956, landowners within the master plan area are required to obtain valid licenses before commencing construction.

The Special Planning Authority of Jeypore will manage approvals within municipal limits, while the Koraput Regional Improvement Trust (KRIT) will oversee areas beyond these boundaries. 

Unauthorized constructions may incur penalties under Section 152 of the Act, and illegal developments will not be compensated if acquired for future projects.

Addressing Past Urban Challenges

The previous master plan for Jeypore was formulated in 1981, catering to a population of 58,314, and remained valid until 2011.

The absence of an updated plan since then has raised concerns about unregulated expansion and infrastructure strain. The current initiative seeks to rectify these issues by providing a structured framework for sustainable urban development.

Notably, the approval for this plan comes approximately eight months after the draft's submission to the Housing and Urban Development Department.

Complementary Infrastructure Initiatives

In addition to the master plan, the state government has reportedly allocated Rs 9.25 crore for the renovation of the Jagannath Sagar lake in Jeypore. This project aims to transform the lake into a major tourist attraction, contributing to the town's economic and recreational landscape. 

Furthermore, proposals are in place to develop a high-speed road network connecting Gopalpur port to Jeypore via Rayagada under the PM Gati Shakti scheme. This corridor is expected to enhance connectivity between mining belts, ports, and industrial areas, promoting economic growth in the region.
