Major change in Odisha bureaucracy; several IAS-cadre officers reshuffled

The Odisha Government has announced a major administrative reshuffle, transferring and posting several IAS officers, including Chanchal Rana as BMC Commissioner and Roopa Roshan Sahoo as Secretary to the Governor. This major bureaucratic rejig aims to streamline administrative efficiency and bring dynamic leadership to key positions in the State.

In a significant administrative reshuffle, the Odisha Government carried out large-scale transfers and postings among IAS cadres across the State on Tuesday.

Accordingly, Chanchal Rana, (2014 Batch IAS), Collector & District Magistrate, Puri was appointed as the Commissioner of Bhubaneswar Municipal Corporation (BMC). The post of Commissioner, BMC was declared equivalent in status and responsibility to the post of Joint Secretary provided in the IAS cadre of the State.

Similarly, 2006 Batch IAS officer Roopa Roshan Sahoo, RDC (SD), Berhampur was appointed as Commissioner-cum-Secretary to the Governor of Odisha.

Hemant Sharma, (I995 Batch IAS), Additional Chief Secretary to Government, lndustries Department with additional charge of Chairman, IPICOL has been allowed to remain in additional charge of Additional Chief Secretary to Government, lnformation & Public Relations Department.

The additional appointment of Sanjay Kumar Singh as Principal Secretary to Government, lnformation & Public Relations Department shall stand terminated from the date Sharma takes over the charge.

Sanjeeb Kumar Mishra, (I997 Batch IAS), Principal Secretary to Government, Odia Language, Literature & Culture Department with additional charge of Principal Secretary to Government, ST & SC Development, M & BCW Department was appointed as Principal Secretary to Govemment, Finance Department. He has been allowed to remain in additional charge of Chairman, IDCO.

N.B.S. Rajput, (I999 Batch IAS), Principal Secretary to Governor with additional charge of Principal Secretary to Government, Public Enterprises Department was appointed as Principal Secretary to Government, Public Enterprises Department. He has been allowed to remain in additional charge of CMD, OSRTC.

Bhaskar Jyoti Sarma, (I999 Batch IAS), Principal Secretary to Government, Sports & Youth Services Department with additional charge of CMD, OPTCL was appointed as Principal Secretary to Government, Excise Department. He has been allowed to remain in additional charge of CMD, OPTCL.

The additional appointment of Guha Poonam Tapas Kumar as Commissioner-cum Secretary to Government, Excise Department, shall stand terminated from the date Sarma takes over the charge.

Sachin Ramchandra Jadhav, (2007 Batch IAS), RDC (ND), Sambalpur with additional charge of CEO, WODC was appointed as Commissioner-cum-Secretary to Government, Sports & Youth Services Department. He has been allowed to remain in additional charge of RDC (ND), Sambalpur and CEO, WODC.

Bhupendra Singh Poonia, (2008 Batch IAS), MD, IPICOL with additional charge of Special Secretary to Government, lndustries Department, MD, IDCO and Commissioner-cum-Secretary to Government, Skill Development & Technical Education Department was appointed as Commissioner-cum-Secretary to Government, Skill Development & Technical Education Department. He has been allowed to remain in additional charge of MD, IPICOL.

B. Parameswaran, (2008 Batch IAS), RDC (CD), Cuttack was appointed as Commissioner-cum-Secretary to Government, ST & SC Development, Minorities & Backward Classes Welfare Department.

Guha Poonam Tapas Kumar, (2008 Batch IAS), Commissioner-cum-Secretary to Government, Handlooms, Textiles & Handicrafts Department has been allowed to remain in additional charge of RDC (CD), Cuttack.

D. Prasanth Kumar Reddy, (2009 Batch IAS), Director, lndustries with additional charge of MD, OSIC and MD, OSFC was appointed as Commissioner-cum-Secretary to Government, Micro, Small and Medium Enterprises (MSME) Department. He has been allowed to remain in additional charge of MD, IDCO.

The additional appointment of Hemant Sharma as Additional Chief Secretary to Government, Micro, Small and Medium Enterprises Department and Bhupendra Singh Poonia, IAS as MD, IDCO shall stand terminated from the date Reddy takes over the charge.

lndramani Tripathy, (2011 Batch IAS), Labour Commissioner, Odisha has been allowed to remain in additional Charge of lnspector of Factories and Boilers, Odisha.

Manish Agarwal, (2012 Batch IAS), Additional Secretary to Government, Planning & Convergence Department with additional charge of Additional Director General (Training), Gopabandhu Academy of Administration, Bhubaneswar was appointed as Additional SRC. He has been allowed to remain in additional charge of the Additional Secretary to Government, Planning & Convergence Department.

Sangram Keshari Mohapatra, (2012 Batch IAS), Additional Secretary to Government, School & Mass Education Department was appointed as RDC (SD), Berhampur.

Deben Kumar Pradhan, (2012 Batch IAS), Additional Secretary to Government, Forest, Environment & Climate Change Department was appointed as MD, OSBCL. The post of MD, OSBCL is declared equivalent in status and responsibility to the post of Additional Secretary provided in the IAS cadre of the State.

Bijay Kumar Dash, (2012 Batch IAS), Collector & District Magistrate, Gajapati was appointed as Additional Secretary to Government, Health & Family Welfare Department.

Smruti Ranjan Pradhan, (2012 Batch IAS), Collector & District Magistrate, Kendrapara was appointed as Additional Secretary to Government, Forest, Environment & Climate Change Department.

Raghuram R. lyer, (2013 Batch IAS), Director, Higher Secondary Education with additional charge of PD, MDM, Director, TBPM and Additional Secretary to Government, School & Mass Education Department was appointed as Collector & District Magistrate, Kendrapara.

Siddharth Shankar Swain, (2014 Batch IAS), Officer on Special Duty, GA & PG Department was appointed as Director, Special Project, Panchayati Raj & Drinking Water Department. Swain shall join after superannuation of Jyoti Prakash Das, IAS (SCS-2010) w.e.f. 31.07.2025.

Chakravarti Singh Rathore, (2014 Batch IAS), Additional Secretary to Government, Panchayati Raj & Drinking Water Department with additional charge of CEO, ORMAS was appointed as Director, Technical Education & Training.

Kirandeep Kaur Sahota, (2021 Batch IAS), Sub-Collector, Gunupur was appointed as Commissioner, Cuttack Municipal Corporation. The post of Commissioner, Cuttack Municipal Corporation was declared equivalent in status and responsibility to the post of Deputy Secretary provided in the IAS cadre of the State.

Nruparaj Sahu, OAS (SS), Registrar, Sambalpur University was transferred and posted as Collector & District Magistrate, Subarnapur.

Ambar Kumar Kar, OAS (SS), Special Secretary to Government, Excise Department with additional charge of MD, OSBCL was transferred and posted as Collector & District Magistrate, Jajpur.
