Holi 2025: Celebrate, but follow these guidelines to avoid arrest in Bhubaneswar-Cuttack
As the festival of colours, Holi is round the corner, the Commissionerate Police has issued a set of strict guidelines to ensure a safe and peaceful celebration in the Twin Cities of Cuttack and Bhubaneswar.
As per the guidelines issued by the Commissionerate Police, citizens have been advised not to enter rivers or swimming pools after consuming alcohol. Playing Holi under the influence of alcohol will lead to strict action, including arrests.
In a bid to maintain safety, police along with Fire Services personnel will be deployed at all major river ghats. Besides, those who will create a public nuisance or blocking roads in the name of Holi celebration will be taken into custody.
As many as 20 platoons of police force will be deployed on Holi to maintain law and order in Bhubaneswar.
Besides, special focus will be given to curb the illegal sale of liquor. Moreover, the sale of chemical-based colours will be restricted, allowing only herbal colors to be used for celebrations.

“I urge people not to enter water bodies in an intoxicated condition. We will deploy police, ODRAF and Fire Services teams at different river ghats. Besides, drunk and driving will be monitored strictly,” said Bhubaneswar DCP Jagmohan Meena.
“As many as 20 platoons of force will be mobilsied and IIC will be asked to conduct raids on illegal liquor hubs,” Meena added.
