Excise Policy

The Opposition BJD and the Congress on Saturday took a dig at the ruling BJP over its new excise policy.

As per the Odisha government's new excise policy which will come into effect from September 1, no new IMFL “OFF” shop will be sanctioned in the state during the financial year 2024-25. No new FL “ON” shop shall be sanctioned in rural areas, except for the 3-star and above category of hotels. Similarly, dance performances won’t be allowed in any “ON” shops. They can hold musical performances or orchestras after obtaining the necessary permission.

The district Collectors have been asked to adhere to the PESA Act, 1996 at the time of renewal of existing shops and opening of new liquor shops in scheduled areas of the State.

According to the new policy, no shop in the scheduled areas shall be renewed, if the Gram Sabha has any objection.

Most importantly, the Excise Department has formed a fund of Rs 100 crores which will be used to create awareness against consumption of alcohol in urban as well as in rural areas.

“The number of liquor shops won’t increase this year. The “ON” shops won’t be allowed to hold dance performances. But they will be allowed to hold musical performances or orchestra,” said Narasingha Bhol, Excise Commissioner.

Former excise commissioner Sudarshan Nayak welcomed the new policy. “There was a requirement for opening more excise stations. But for the time being, they have opened 25 stations. It is a good initiative,” said Nayak.

Meanwhile, Opposition BJD and Congress have intensified their attacks on the BJP-led government.

“They had promised to Odisha people that liquor shops will be closed in the state. They haven’t kept it. In the coming days, the people will give them a befitting reply,” said BJD MLA Jogesh Singh.

Taking a swipe at the government, Congress MLA Taraprasad Bahinipati wryly said, “In the new excise policy, they are saying consume liquor and dance.”

“Until no strong punishment is dealt out, things will go on as usual,” added the Congress leader.
Taking the side of his government, BJP MLA Amar Nayak said, “This is the first step towards making Odisha free of liquor.”
