The Bhubaneswar Development Authority mandates UAN generation by August 31 for accessing services, with progress in leasehold-to-freehold conversions and a new facilitation cell announced.

The Bhubaneswar Development Authority (BDA) has mandated all allottees to generate a Unique Account Number (UAN) by August 31 to access various pre- and post-allotment services. These services include property allotment, lease deed execution, obtaining No Objection Certificates (NOC) for loans, asset transfer, and converting leasehold land to freehold.

Applicants can generate their UAN by visiting the BDA's official website: www.bda.gov.in. This UAN will act as a unique reference number for all future transactions and communications with the BDA.

To support residents, the BDA will soon establish a UAN Facilitation Cell at its office, which will assist applicants with the registration process and address related queries.

In a parallel development, the BDA has made significant progress in its leasehold-to-freehold land conversion initiative. Out of 1,250 applications received, 743 conveyance deeds have been successfully registered. Notably, 843 applications have been submitted through the authority’s online portal, indicating growing public participation in the digital platform.

To qualify for freehold status, applicants must have constructed a house on the allotted plot and retained possession for over five years. A valid lease deed with the BDA must also be in place before applying for conversion.

So far, 27 housing schemes have been brought under the conversion programme. Key schemes include Pokhariput Phases I, II, and III, Prachi Enclave (Chandrasekharpur), Lumbini Vihar, Udayagiri Vihar (Patrapada), and Lingaraj Vihar (Bhimpur).

The conversion fee for residential plots has been set at 3% of the latest benchmark valuation of Gharabari Kissam land, as determined by the State Government for the year 2024.

Applicants with mortgaged plots must submit an NOC from the relevant financial institution. An affidavit declaring the absence of any civil dispute is also mandatory. If a legal case is pending, the application will be processed only after the court delivers its final ruling.

Additionally, those who have encroached on government, public sector, or BDA land are ineligible for conversion unless they vacate the encroached property and submit an affidavit confirming the action.
