12 mega infra moves: Majhi govt lines up master plan worth crores to transform Odisha's future
The Odisha government, headed by Chief Minister Mohan Charan Majhi, has rolled out an array of significant infrastructure initiatives aligned with Vision 2036 and beyond. From roads, ports, metro to airports, as many as 12 mega projects have been lined up by the Majhi government to transform the future of Odisha.
Here’s a sneak peek into the key development plans recently announcement by the Odisha government:
1. 21 New Urban Councils and Massive Roads & Ports Initiative
During the 79th Independence Day, CM Majhi announced the formation of 21 new Notified Area Councils (NACs) to enhance urban planning and services in emerging towns.
A vast 75,000 km road construction plan over five years was unveiled. Four new ports to be built at Inchudi, Bahuda, Subarnarekha, and Astaranga to stimulate trade and industrial growth. Additionally, a Rs 1,000-crore disaster-resilient roads programme covering 500 km in vulnerable districts was approved, along with a Rs 426-crore rural roads upgrade across 142 constituencies.
2. Aviation Infrastructure: Airports, Heliports & Pilot Training
The state plans to develop 14 new airports and 15 heliports, supported by a flexible land allotment policy promoting flying training, UAV operations, and aero sports. A cadet pilot programme under B-MAAN (Building and Management of Aviation Assets and Network) will train tribal girls as commercial pilots. An MRO (Maintenance, Repair, Overhaul) facility is in the works at Biju Patnaik International Airport via a partnership with Air Works.([Odisha TV][2])
3. Bhubaneswar Metro Proposal Moves Forward
The state formally submitted the Bhubaneswar Metro proposal to the Centre; a technical committee has been set up to study routing, feasibility, and cost-sharing.
The committee will also survey established metro cities to shape a more robust Phase I plan.
4. New Satellite City Near Bhubaneswar
Odisha identified 338 hectares on the outskirts of Bhubaneswar for a new satellite city, tied to the Rs 8,307-crore Capital Region Ring Road (CRRR) project. The six-lane, 110.87 km CRRR will link Rameshwar to Tangi and ease traffic across Khordha, Bhubaneswar, and Cuttack. The planned township is designed to house 200,000 residents, with solar-powered infrastructure and financial backing via the Urban Challenge Fund, private partners, and institutions like the ADB.
5. Biju-Bhubaneswar–Cuttack–Puri–Paradip Economic Region Vision
A bold strategy aims to transform the BCPPER into a USD 500 billion economic hub by 2047.
Plans include Chandaka’s new city, a 426-acre smart “New Cuttack”, a 2,500-acre Aerotropolis in Puri, a 200-acre medi-city in Cuttack, and a 5,000-acre industrial zone between Bhubaneswar and Cuttack.
6. Odisha Urban Design Hub (OUDH)
The newly announced Odisha Urban Design Hub will oversee design-led development across 11 major cities, integrating infrastructure with heritage, planning, and community inputs. Cities under its mandate include Bhubaneswar, Cuttack, Rourkela, Berhampur, Sambalpur, Jharsuguda–Sambalpur, Balasore, Baripada, Bhadrak, Paradip, Koraput–Jeypore, Keonjhar, and Phulbani. OUDH will lead initiatives like 15-minute city frameworks and manage seven flagship public-space projects.
7. Rs 2.3 Lakh Crore Road Investment
The Works Minister announced a robust Rs 2.3 lakh crore investment to revamp Odisha’s roads over five years. Initiatives include ring roads in 11 cities, a new Greenfield Corridor connecting Berhampur to Jeypore, and assured irrigation for 1.5 million hectares of farmland.
8. Mega IT Park in Cuttack–Bhubaneswar Twin City
A 1,000-hectare “Plug-and-Play” IT Park has been approved in the Twin City region, offering 10 lakh sqm of built-up space. It aims to attract national and international tech firms and bolster digital infrastructure in eastern India.
9. Odisha Mandap & Modern Government Complexes
The state will commission a world-class Odisha Mandap convention center in Chandrasekharpur, with 10,000-seat capacity, integrated hotel accommodations, and modern facilities. Upgrades to the Lok Seva Bhawan and the Legislative Assembly building are currently being planned, featuring modern, resilient architecture.
10. Bhubaneswar Airport T-3 Terminal & Puri Airport
Union Civil Aviation Minister approved a heritage-inspired third terminal (T-3) for Biju Patnaik International Airport in Bhubaneswar, with a nod to Odisha’s culture in its architecture. The Puri Airport has received in-principle approval, with land and site issues resolved, Odisha will now lead further action.
11. Auction of 22 Additional Mines
The Mines Minister announced plans to auction 22 more mines, aiming to boost industrial growth and state revenue.
12. Elevated Corridor in Cuttack
A Rs 640-crore elevated corridor between OMP Square to Kandarpur in Cuttack is in the pipeline to tackle severe traffic congestion. The Detailed Project Report (DPR) is complete and pending final approval.
