What is The Resistance Front

On 22 April, Pahalgam's tranquillity was shattered by a deadly terrorist strike that killed at least 26 people, including two foreign nationals. The attack, claimed by The Resistance Front (TRF), reflects a broader, more ominous strategy by Pakistan-based Lashkar-e-Taiba to fuel militancy in Kashmir through localised proxies.

The Attack on Baisaran: A Day of Carnage

The assault took place in Baisaran, a scenic meadow near Pahalgam popular among tourists. Eyewitnesses reported that armed men dressed in military fatigues ambushed a group of holidaymakers, opening indiscriminate fire during peak hours.

The brutality of the assault was underlined by the killers’ words. One attacker told a woman she was being spared so she could "narrate the horrors" to Prime Minister Narendra Modi. The chilling message points to the strategic intent behind the bloodshed: terror as political theatre.

The Resistance Front: Lashkar’s Disguised Face

The Resistance Front emerged in 2019 following the abrogation of Article 370, which revoked Jammu and Kashmir's special status. Though it presents itself as a local, secular resistance group, Indian security forces and intelligence agencies have consistently linked it to the Pakistan-based Lashkar-e-Taiba (LeT).

The TRF has gained notoriety for deploying ‘hybrid militants’—local youth with no prior criminal record who can blend into civilian populations and strike without warning. This method has complicated counter-terrorism operations.

In 2023, the Ministry of Home Affairs declared TRF a terrorist organisation under the Unlawful Activities (Prevention) Act (UAPA), citing its recruitment activities, arms smuggling, and psychological operations.

Saifullah Kasuri: Mastermind from Across the Border

Indian intelligence sources have identified Saifullah Kasuri, alias Khalid, as the architect of the Pahalgam massacre. A senior commander in LeT, Kasuri, is believed to have coordinated the operation from across the Line of Control.

Further, his involvement reaffirms the operational links between TRF and Lashkar, with TRF serving as a convenient local avatar.

Kasuri's name has surfaced in multiple incidents involving high-casualty attacks in Kashmir, and his reported presence in safe havens within Pakistan raises further questions about cross-border complicity.

Pakistan’s Strategic Playbook in Kashmir

Experts argue that TRF is part of Pakistan's broader strategy to keep the Kashmir issue alive on the international stage while maintaining plausible deniability.
TRF's public statements often echo Pakistani political narratives, and its leaders have used social media platforms to recruit and radicalise youth, leveraging the discontent in the Valley post-2019.

New Delhi has repeatedly pointed to evidence suggesting state support from across the border, including funding, training, and safe passage for operatives. Islamabad, for its part, has routinely denied such allegations, calling them ‘baseless.’

However, the pattern of attacks and their alignment with strategic shifts in Indo-Pak relations suggest otherwise.
