Indian Railways, in a bid to streamline operations across its sprawling network of serving over 25 million passengers daily, has rolled out stricter enforcement of luggage allowances and penalties for excess baggage.
Aimed at reducing overcrowding, improving safety, and ensuring equitable travel conditions, comes alongside heightened platform access restrictions at 60 major stations. For crores of passengers, understanding these rules is now critical to avoiding fines and delays.
Class-Based Allowances: What You Can Carry Free
The new rules introduced by the Railways mandate weight-based allowances for different classes of tickets, and carrying above the allowed weight limit is set to attract penalties.
Passengers must adhere to the following class-specific luggage limits:
AC First Class: 70 kg (includes 15 kg marginal allowance for last-minute items).
AC 2-Tier: 50 kg.
AC 3-Tier/Sleeper Class: 40 kg.
Second Sitting (General): 35 kg.
Children aged 5–12 years can carry half the free allowance (max 50 kg).
Medical passengers with oxygen cylinders must present valid certificates for exemption.

Excess Baggage: Penalties Mandated
Unbooked luggage exceeding free limits will now incur heavier fines:
Within Marginal Allowance: 1.5 times the standard luggage rate (eg, Rs 150/kg for AC tiers).
Beyond Total Limit: Six times the rate (minimum Rs 50) for every kilogram over the free allowance.
Passengers caught with unbooked excess baggage mid-journey or at destinations face immediate charges. Overloaded items may be shifted to brake vans, risking damage or loss.
Platform Access Crackdown
Starting March 2025, only passengers with confirmed tickets can enter platforms at 60 high-traffic stations like Delhi, Mumbai, and Kolkata. Notably, this crowd-control measure aims to curb chaotic boarding processes. In accordance, the luggage limits are enforced strictly.
How to Avoid Penalties
- Pre-Book Excess Luggage: Pay 1.5x the standard rate upfront via IRCTC’s portal or counters if your luggage weight exceeds the allowed limit.
- Travel Light: Use parcel services for non-essentials.
- Verify Limits: Cross-check class-specific allowances before packing.

With Indian Railways modernising its fleet and stations, these rules align with global standards where luggage limits are strictly enforced.
