Bhubaneswar: The Modi Sarkar 1.0 had provided gainful employment to a whopping 2.74 lakh youths in Odisha during the period 2014-19 under its flagship programme PM Kaushal Vikas Yojana (PMKVY). And Odia youths were seen getting placement in the likes of big corporate houses like Hero Motors, Honda2wheelers, SBI card, GE Alsthom, L&T and Hitachi India limited.

As per an analysis of the data available in the annual reports of Ministry of Skill Development, when a total of around 4, 29, 705 youths were given skill training during the period 2014-19, of this a total of 2,74,091 were given placements in many big corporate houses. This shows the placement achieved under PMKVY in Odisha stood at a healthy 63.8 per cent during the period 2014-19.

A year-wise analysis reveals that the enrolment for skill training and placements made under PMKVY saw its golden period in Odisha during the years of 2016-18. When in 2016-17, the total enrolment in Odisha under PMKVY stood at 8.97lakh, the placements stood at 5.84lakh. The placement rate was 65 per cent, a good jump from 55 per cent in 2014-15.

In the year 2017-18, the total enrolments crossed 1.42 lakh; whereas the placements for the first time crossed the one-lakh mark to touch 1.14 lakh. The placement scorecard was a high of around 80 per cent of total enrolments for training.

However, the worrying fact is, the year 2018-19 saw a dip in both enrolment and placements. While the total enrolments stood at 98,465, the placements stood at 68,090. The  enrolment in the first year of PMKVY in Odisha was around 2.92lakh and placement was over 1.62 lakh.

Experts attribute the dip in enrolment and placements to lesser participation of private companies in the PMKVY nationally. The participant companies were mere four in 2018-19 vis-a-vis a high of 11 in 2017-18.

They feel with the new bonhomie between Centre and State, and a second stint to Subroto Bagchi as head of OSDA, the future scenario of skill training and placement in Odisha looks rosy.
