The Cuttack Deputy Commissioner of Police (DCP) Pinak Mishra on Monday issued a show cause notice to a traffic havildar deputed at Chandi Chhak in connection with the tying and dragging of a youth on the busy streets of the city over non-payment of dues.

According to sources, the top cop has directed the havildar to furnish a reply within seven days.

It is worthwhile to mention here that, the havildar was on duty at Chandi Chhak when the inhuman incident took place on Sunday evening. 

Denizens had raised questions over Commissionerate Police’s efficiency as the route along which the youth was dragged has three traffic outposts. However, surprisingly the miscreants were not intercepted by any police.

Notably, police swung into action after a disturbing video of a youth tied to a moving motorcycle and dragged on the busy streets of Cuttack’s Mission Road surfaced on the internet. 

The youth was forced to run for two kilometres for around half an hour for failing to pay a paltry Rs 1,500 that he had borrowed from the accused.
