At a time when developments take snail’s pace at several educational institutions in Odisha, a letter of the state Higher Education Department has exposed serious incoherence between crucial departments of the government machinery.
Recently a letter of the Higher Education Department showed that developmental works in three institutes Bhubaneswar BJB College, Rajdhani College and Puri SCS College were stalled.
According to sources, OSIC is handling the construction of projects like multi storied building in BJB College, ladies hostel repair and security house building at Rajdhani College and Smart class room repair and boundary wall construction at Puri SCS college.
But the authorities of all the three institutes have alleged that the developmental works are suffering from inordinate delay due to the inefficacy and apathy of the corporation.
The administration of the colleges has alleged that despite getting the projects, the work in some is yet to start.
Surprisingly, a review meeting on the dereliction and irregularities was held on September 14 between the authorities of the three colleges, OSIC and Higher Education officials. But the OSIC authorities failed to keep satisfactory explanation over the charges of dereliction in executing the projects.
As a result, the Higher Education department has cancelled the Rajdhani College project with the OSIC and has announced to hand over the work to the R&B Division of the Works department.
This apart, the Works department has been assigned to inspect the quality of work the undergoing hostel project at the BJB College. Similarly, the boundary wall project of the SCS has been handed over from OSIC to R&B Division of the Works Department.
The Higher Education department has asked the OCAC to inspect the quality of the work of the Smart Classroom project at the SCS College.
Not only that the Higher Education Department has asked the OISC to return the advance amount of the projects within a month and also warned that it will not give any project work to the corporation in future.
Arun Kumar Sahoo, the principal of Rajdhani College, Bhubaneswar said, “We have a small project work, a security guard room and hostel renovation but they have not been initiated.
On the other hand, OSIC has accepted the delay in completion of the projects.
BJB College Boys hostel almost in completion stage, girl’s hostel is underway. This apart, Rs 1.45 lakh project at Puri SCS College has been completed. But yes there is a delay in Rajdhani College project from our end. Since the contractor which was selected for the work is yet to file his papers, so work order has not been handed over to him.
