The Special Relief Commissioner, Pradeep Kumar Jena on Tuesday announced the COVID unlock guidelines for the month of September.

The guidelines would remain in effect from 6 am on September 1 till 6 am on October 1, 2021.

The weekend shutdowns clamped in Bhubaneswar, Cuttack and Puri have been lifted and no other urban or rural area in the State will be under shutdown on weekends during the month.

All Municipal areas in the State will go under night curfew from 10 pm to 5 am everyday in September.

Shops, business establishments, malls, offices will remain open from 5 am till 10 am in the month.

The restrictions on religious, political and cultural gatherings will, however, continue as before.

Guidelines For Containment Zones:

i.There will be strict perimeter control in the areas under containment zones to ensure that there is no unchecked inward/ outward movement of people from these zones except for maintaining essential services (including medical emergencies and law and order-related duties) and Government business continuity.

ii.If any new area is included in the category of containment zone, the activities allowed in that area till the time of its categorization as a containment zone will be suspended, except for those activities which are specifically permitted under the consolidated revised guidelines.

iii. The activities allowed under these guidelines will be withdrawn immediately, if any of the stipulations are violated, risking the spread of COVID-19. All entities, in the Government and private sectors, and members of public should follow the guidelines strictly.

Night Curfew in Urban Areas:

During the night curfew, all activities will be banned except the following.

All medicine/ pharmaceuticals/ medical devices/optical shops etc.

Home delivery of essential goods, food items, including groceries, vegetables, fish, meat, egg and milk are permitted.

Home delivery of food by restaurants, hotels and aggregators such as Swiggy, Zomato etc. are allowed.

COVID testing and vaccination centers and movement of persons/ vehicles for COVID testing and vaccination shall be allowed.

All Government & Private offices/ establishments dealing with essential services/ utility providers like power, telecommunication, water supply, Police, Municipal Services, Railways/ Airport/ Port services and Security etc.

Movement of privately owned four and two-wheeler, auto-rickshaws, cab aggregators such as Ola, Uber etc. are allowed for dropping and picking up passengers to and from airports, railway stations and bus stands.
