Tirupati's trash turns trendsetter: A model for circular economy under Swachh Bharat Mission 2.0
Tirupati Municipal Corporation has become a beacon of innovation in waste management through its Comprehensive Upcycling Initiative, which is part of the Swachh Bharat Mission-Urban 2.0. This initiative showcases the city’s commitment to a circular economy, where waste doesn’t just end up in landfills – it starts a new life. With the guiding belief of “Swachh Aadat se Swachh Bharat”, the initiative is a perfect blend of swachhata (cleanliness), compassion, and creativity, all working together to build a cleaner, greener city.
Upcycling: Turning Waste into Value
The core concept behind the initiative is upcycling – transforming discarded materials into products of higher value. In a bid to make this vision both practical and participatory, Tirupati introduced specially designed upcycling drop boxes, seamlessly integrated with permanent Reduce, Reuse, and Recycle (RRR) Centres.
The drop boxes feature separate chambers for old books, clothes, and footwear, ensuring 100% source-level segregation. This smart design eliminates the need for secondary sorting, preserves the quality of materials, and makes it easier for citizens to dispose of waste responsibly. Installed in Resident Welfare Associations (RWAs), apartment complexes, and gated communities, these boxes tap into areas with high potential for reusable items, maximizing both the quantity and quality of collected materials. A weekly collection system with dedicated vehicles ensures that the items are transported smoothly to the RRR Centres.
Creating Value from Waste
At the RRR Centres, materials are sorted into usable and non-usable categories. Items that are still in good condition are given a second life. Clothes and footwear are distributed to old age homes, orphanages, the homeless, and economically weaker sections of society. Meanwhile, old books help create libraries in government and municipal schools, nurturing reading habits and fostering a love for learning among children.
Even damaged materials find new purposes. Clothes are given to Self-Help Groups (SHGs), who, after undergoing skill training provided by the Ministry of Textiles and the Textiles Committee, Mumbai, transform them into eco-friendly products such as bags and doormats, thereby creating sustainable livelihoods. Footwear is either locally repaired and redistributed,or sent to a Bengaluru-based upcycling unit for recycling.
A Success Story of Upcycling and Livelihood Support
Through the efforts of SHGs, used clothes have been upcycled into a variety of value-added products, including 275 doormats, 1,025 foot mats, 2,500 cloth bags, and 0.5 tonnes of automobile cleaning cloths. These products have been successfully sold in the open market, supporting livelihoods and promoting sustainable waste management.
In addition to upcycling textiles, old books have contributed to strengthening libraries in municipal schools, instilling a culture of learning among young minds. Discarded footwear, meanwhile, is directed to authorized footwear factories for reuse, turning waste into economic value while promoting resource efficiency and sustainability.
Public Participation and Social Impact
The initiative has gained enthusiastic support from the public, helping reduce landfill waste, support social welfare, empower Self-Help Groups (SHGs), and foster a sense of environmental responsibility among citizens. Through this inclusive approach, Tirupati is steadily progressing towards its goal of becoming a garbage-free city.

Transforming Waste into Opportunity
Tirupati’s Comprehensive Upcycling Initiative stands as a prime example of how cities can not only manage waste but also transform it into valuable resources. By embracing circular economy principles, the city is creating economic opportunities, empowering communities, and ensuring a cleaner, more sustainable future. As this innovative approach continues to gain traction, Tirupati is proving that when clean habits become a way of life, waste management becomes a catalyst for environmental and social transformation.
