In a major move that could impact over a crore central government employees and pensioners, the Union Cabinet on Tuesday approved the Terms of Reference (ToR) for the 8th Central Pay Commission (CPC). The panel will recommend revised pay scales and allowances, with its effects likely to roll out from January 1, 2026.
Justice Ranjana Prakash Desai to Lead Panel
The Commission will be headed by former Supreme Court judge Ranjana Prakash Desai. Professor Pulak Ghosh has been appointed as a member, while Pankaj Jain will serve as the member-secretary. The Commission has been given 18 months to submit its recommendations.

Consultations with Ministries and States
Information and Broadcasting Minister Ashwini Vaishnaw announced that the ToR was finalized after extensive consultations with various ministries, state governments, and representatives of the staff side of the Joint Consultative Machinery. The discussions aimed to ensure a balanced approach that considers both fiscal sustainability and employee welfare.
A Regular Pay Revision Cycle
The Centre typically sets up a Pay Commission every 10 years to revise salaries and pensions for central employees. The 7th Pay Commission, constituted in 2014, had its recommendations implemented from January 1, 2016.
What Lies Ahead
The 8th Pay Commission’s recommendations are expected to shape the next decade of government pay structure. Once approved, it will benefit around 50 lakh employees and 69 lakh pensioners.
As the countdown to 2026 begins, the government’s move brings fresh hope for millions awaiting a pay revision amid rising living costs.
