Odisha Finance Minister Niranjan Pujari presented the Interim Budget for the 2022-23 financial year in the Odisha Legislative Assembly today. A budget of Rs 1.06 lakh crore has been presented in the House for discussion.
The interim budget was approved by the Council of Ministers and the State Cabinet during a meeting last Sunday. The Appropriation Bill for the vote-on-account will be placed in the Assembly by the government on March 31, while the regular budget will be presented by the State government in July.
The government has opted for a vote-on-account instead of the regular budget in view of the model code of conduct imposed for recent rural and urban elections in the State.
The Economic Survey report of the State published on Tuesday has projected the growth rate of Odisha at 10.1 percent by the end of this fiscal year.
State Finance Minister Niranjan Pujari on Wednesday presented the interim budget for the financial year 2022-23 with a provision of Rs1.10 lakh crore for programme expenditure.
According to Odisha Finance Minister Niranjan Pujari, Rs 1874 crore has been allocated for direct benefit transfers (DBT) under KALIA Scheme. Similarly, an outlay of Rs 907 crore has been made for Interest Subvention to Farmers and Rs 300 crore for interest-free loan on fertiliser and seeds.
The government has allocated Rs 20,344 crore for Agriculture and Allied sectors and Rs 3200 crore for disaster response. Similarly, Rs 12,241 crore has been allocated for public health care, and Rs 1864 crore has been earmarked under Biju Swasthya Kalyan Yojana (BSKY).

Pujari said despite adverse conditions, the State's growth rate is likely to rise. The country's growth rate is projected to be 7.8% while Odisha's growth rate is projected to be 9 to 9.2%.
Speaking on the motion of thanks to the governor for his address to the assembly at the beginning of the budget session, the CM said his government has "successfully" managed the pandemic.
Odisha government is taking extensive steps to improve transportation and road connectivity in the State and is committed to providing rail connectivity in all 30 districts, said Governor Prof Ganeshi Lal while addressing the budget session of the Odisha Legislative Assembly which began on Friday.
Odisha Governor Professor Ganeshi Lal on Friday said that Left Wing Extremism was dealt with firmly in Odisha in the last five years. Addressing the budget session of the State Assembly, he said, "Number of LWE-hit districts now reduced to 10 from 21 due to proactive response of government and security forces. As many as 58 Maoist cadres were neutralised in police actions, 194 arrested and 108 surrendered during this period."
In his address to the Odisha Assembly at the beginning of the budget session, Governor Professor Ganeshi Lal said, "I would like to reiterate in unequivocal terms that my government is firmly committed to develop all regions of the State and empower all sections of the people and is all set to move into a transparent, technology-driven, transformed new Odisha."
Addressing the House, Governor Ganeshi Lal expressed condolences to the bereaved families of departed souls. "From ASHA, Anganwadi workers, to health professionals, teachers, students, farmers, entrepreneurs, the real strength of Odisha people was on full display during the pandemic," he said.
After a long time, Odisha CM Naveen Patnaik arrived at the State Assembly for the budget session. Patnaik had been attending the sessions in virtual mode.
Odisha Chief Minister Naveen Patnaik on Friday chaired the legislature party meeting of BJD ahead of the budget session of the State Legislative Assembly. The Budget Session which commenced today will continue till March 31.
