Students have the fundamental right to access their evaluated answer-sheets under the Right to Information Act and they can't be charged for it. This was an order of the Supreme Court to the Central Board of Secondary Education (CBSE) in 2016.
However, bypassing the law of the apex court, CBSE had reportedly published a notification prescribing fee of Rs 1,200 for students of 12th and Rs 1,000 for Class 10th students to obtain the evaluated answer-sheets.
According to the report of The Hindu, the Board had earlier also charged Rs 700 per copy of an answer sheet in 2016, and made it compulsorily for students to go through the process of marks' verification by paying another Rs 300.
Meanwhile, the SC has issued a notice while hearing a petition, filed by co-founders of the Whistle for Public Interest (WHIP) Kumar Shanu and Paras Jain (as reported by Jagran Josh), seeking action against CBSE for violating its order and has asked the board to respond to the plea within six weeks.
