Bhubaneswar: The National Human Rights Commission (NHRC) has sought an Action Taken Report (ATR) from Cuttack-Bhubaneswar Twin City Commissioner of Police over the death of motivational speaker and human rights activist Aditya Dash.
Acting on a complaint filed by Supreme Court lawyer and social activist Radhakanta Tripathy, the NHRC has asked the Commissioner to submit a detailed reply within four weeks.
“In case the report is not received within the stipulated time, the Commission shall be constrained to invoke coercive process u/s 13 of the Protection of Human Rights Act, 1993 for personal appearance of the concerned authority,” warned the NHRC.
Aditya’s mutilated body was found on railway tracks near Lingaraj Temple Road railway station in Bhubaneswar on July 7.
The petitioner, Tripathy stated that while police is yet to ascertain the cause of the death of motivational speaker Aditya Das, Bhubaneswar Government Railway Police (GRP) has registered a murder case in connection with the case.
Several new angles regarding the death of Aditya have come to fore during the preliminary investigation. While Aditya's wife Bidyashree has demanded a detailed investigation, his friends claimed that they have 'screenshots' and 'video recording' related to the case, added Tripathy in his petition.
As the wife and friends of the deceased are engaged in mudslinging, the cloak of mystery is yet to be lifted from the death of the social worker, who was receiving threats from criminals as he launched an anti-liquor agitation, highlighted the petitioner.
Tripathy also alleged that the CCTV footage of the railway station where Aditya was killed is missing. The post mortem report, his handwriting, diary, the forensic laboratory, and circumstantial evidence shrouds mystery over the death of the social activist.
The delay in arresting the culprits, exposing the truth, uncover the mystery over the death pose a serious question of human rights as it involves the role of Police, intelligence and law and order of the State, contended Tripathy.
On the other hand, the Government Railway Police (GRP) has intensified probe in connection with the case as it interrogated two loco-pilots and a guard of two trains- one parcel train and the other goods train. However, all of them reportedly stated that as visibility was low due to the darkness, they did not see anything.
