Odisha Assembly Speaker Surama Padhy on Monday rejected a notice submitted by the Congress for a no-confidence motion against the Bharatiya Janata Party (BJP) government in the state.

Speaker Padhy informed that the notice had lapsed due to the disruption of the House proceedings.

The Speaker further stated that she had directed the motion to be brought before the House the day after the notice was received. However, as the House did not function normally, it could not be taken up.

Following the rejection of the no-confidence motion, Congress members staged a walkout from the House. They later held a protest by staging a sit-in near the Gandhi statue on the Assembly premises.

"They had made a conspiracy deliberately not to take up the notice and discuss about it. We will approach the 104 crore people of Odisha on the matter. Now, we are protesting in a peaceful manner. In the coming days, we will hold a meeting with our leader about the matter," said the leader of the Congress Legislature Party, Ramachandra Kadam.

"We had given the notice to the secretary as per the rule and the procedure. They could only reject intentionally. We have followed the rules and procedures, and clearly mentioned it in two pages. Nowhere has it been mentioned that the notice will lapse on this ground. They took three days to think about what to do. BJP and BJD took this decision collaboratively today. The clear setting between both parties was revealed when the no-confidence motion notice was rejected," said Congress MLA Sofia Firdous.

"We had come to request them. They have also agreed with our proposal and they have also agreed to take a decision after discussing with Congress MLAs. No-trust motion against the government is a Constitutional arrangement. However, the Speaker could not take up the notice as the House was not in order and the Congress and BJD MLAs were not in their seats," said Government Chief Whip Saroj Pradhan.
