Only one Maoist-prone district in Odisha: Union Minister

The Minister stated that across India, only eight districts remain Maoist-prone. Of these, six are in Chhattisgarh, one in Jharkhand, and one in Odisha-Kandhamal.

Kandhamal is now the only Maoist-affected district in Odisha, informed Union Minister of State for Home Affairs, Nityanand Rai, in the Parliament on Tuesday.

The Minister stated that across India, only eight districts remain Maoist-prone. Of these, six are in Chhattisgarh, one in Jharkhand, and one in Odisha-Kandhamal.

The Minister noted that Maoist activities in the country are gradually declining, with several previously affected districts now free of insurgent influence. He emphasised that Kandhamal continues to witness Maoist presence, making it the sole district in Odisha with such activities.

"The resolute implementation of the ‘National Policy and Action Plan 2015’ has resulted in a consistent decline in violence and contraction of geographical spread. LWE, which has been a serious challenge to the internal security of the nation, has been significantly curbed in recent times and has been constricted to only a few pockets. The number of LWE-affected districts reduced from 126 in 2018 to only 8 in December 2025, with only 3 districts now remaining the most LWE-affected," informed Union Minister of State for Home Affairs- Nityanand Rai to the Parliament in a written reply.

"The LWE perpetrated violence incidents have come down froma high of 1936 in the year 2010 by 88% to 234 in 2025. Resultant deaths of Civilians and Security Forces have also come down from a high of 1005 in 2010 by 90% to 100 in the year 2025. In 2025, security forces have neutralised 364 Naxals, arrested 1022, and facilitated 2337 surrenders. The LWE perpetrated violence incidents have come down from a high of 1936 in 2010 by 88% to 234 in 2025. Resultant deaths of Civilians and Security Forces have also come down from a high of 1005 in 2010 by 90% to 100 in the year 2025. In 2025, security forces have neutralised 364 Naxals, arrested 1022 and facilitated 2337 surrenders. Government of India is committed for complete eradication of LWE from our country as well as the holistic development of areas getting freed from Left Wing Extremism," the Minister added.
